Jon Anderson, Esq.
Founder
Jon Anderson founded AP Development LLC and Anderson Partners LLC in 2010, after serving as a partner at two large Indianapolis law firms and as in-house counsel for a multinational corporation. AP Development specializes in historic rehabilitation, urban revitalization, and brownfield redevelopment, with more than $200 million and nearly 1,000 units of affordable and market-rate housing under construction or in development. As legal counsel, Mr. Anderson has closed over 300 tax credit transactions since 1998, creating more than 10,000 affordable housing units nationwide. He holds a law degree from the Indiana University School of Law–Indianapolis and a cum laude degree from Indiana State University.
Matthew C. Rueff, CRE
Director of Development
Mr. Rueff has practiced community economic development nationwide for more than 30 years, across both the public and private sectors. His real estate development expertise earned him an invitation to become a Counselor of Real Estate (CRE) in 2018. He joined AP Development LLC and Anderson Partners LLC in April 2021, where he helps the firm find and develop transformative projects that turn underutilized historic buildings and brownfields into viable adaptive reuses. He has managed hundreds of local development projects worth more than $2 billion over his career. He holds degrees from the Indiana University O'Neill School of Public and Environmental Affairs and Grinnell College, and lives in Indianapolis, where he has served on numerous civic boards.
Daniel Boecher
Director of Asset Management
Mr. Boecher has developed expertise across all aspects of real estate development over the past twenty years, from single-family renovations to the adaptive reuse of historic buildings. With experience in the public and private sectors, commercial lending, and asset management, Dan applies these skills to project management in support of APD's mission to find and develop transformative real estate projects. He assists with pre-development and project management and leads oversight of projects once under construction. Active in community leadership for more than twenty years, he currently serves as President of the City of Elkhart Housing Authority Board of Commissioners. He is a 1992 graduate of Kalamazoo College.
Brian Staup, CPA
Director of Operations & Finance
Brian brings more than 20 years of accounting experience to AP Development LLC and Anderson Partners LLC. He began his career in public accounting before moving to the private sector, where he worked extensively in real estate development, property management, and construction, serving in multiple capacities for some of the leading real estate developers in Central Indiana. As Director of Operations and Finance, Brian manages internal and external financial reporting and tracks new construction progress, financing, and the financial performance of operating properties. He is a CPA and a graduate of Manchester University. Brian has spent most of his career in the Indianapolis area, where he has served on multiple youth sports boards of directors.
Dustin McClain
Director of AP Construction LLC
Dustin brings more than 25 years of multi-family and mixed-use construction experience to the firm. He leads the AP Construction team, which exclusively builds AP Development's new multi-family and mixed-use infill projects and historic building readaptations. Dustin works closely with APD, project architects, development team members, property owners and managers, local government and utility staff, and building inspectors across the public and private sectors. He has completed more than $1.5 billion in construction projects coast to coast and in Canada, with experience spanning several parking garage construction types. Dustin and his teams have a proven record of delivering projects on time and on budget.
Caroline Rizk
Construction Administrator
Ms. Rizk has over 20 years of experience in project management and construction services. Working closely with the leadership of AP Development and AP Construction, she manages project budgets, schedules, financials, and subcontractor inventories, overseeing all phases of construction from initial planning through certification of occupancy. She collaborates with architects, engineers, environmental consultants, and contractors to keep projects on specification, and serves as the primary point of contact for AP's partners throughout the construction cycle. Caroline is currently providing construction management for new infill projects on vacant urban redevelopment sites in Goshen and Warsaw, Indiana.
Bud Holmes
Director of Preconstruction
Bud brings over 40 years of diverse construction experience to AP Construction. He began as a construction laborer before advancing through roles as a New Home Framer and Timber Framer, developing expertise in structural craftsmanship. After earning an architectural degree from Purdue University, Bud moved into technical and management roles, including CAD Drafter, New Home Designer, Construction Estimator, and Construction Procurement Specialist. Proficient in CAD software, cost estimation, and procurement logistics, he has worked for prominent construction firms in Michigan and Indiana. Bud has also contributed to his community through coaching youth sports, substitute teaching, and mentoring local students.
